Bugged Jewelry?

My Tamer is wearing a ring that lists +1 Taming (I'm wearing the ring for its other attributes!). With the ring on, I have 114.9 Taming. I pull the ring off and Taming drops to 113.9. When I re-quip the ring the message on the left side is "Your skill in Animal Taming has increased by 1.0%. It is now 114.9".

The program is reading a +1 as a +10???

that is just too funny. no bro it is only reading +1 which = 10 10ths so when you subtract 1 from 114.9 you get 113.9 and when you add 1 you get 114.9.
