Lockpicking stuck on 25!

This is so stupid. I got access to chests made by a tinker at skills 30, 35, 39 and 50. I never fail at 30 and never succeed at the 50's so I work the 35 and 39 mostly. And I have not had one single gain over 25 at any of them. I have successfully picked them at least 100 times now. Lockpicking is pointing up and another skill pointing down, checked and doublechecked.
Is this just me or has it happened to anyone else?

Has happened before. Just take your character to a provisioner shop and pick the barrels and crates in there for a little bit. Those crates will push you up high enough to get gains off the chests you already have.

Thanks for the answers. I'm on Siege and you can't buy skills from npc's there, forgot to mention that. But I got it up higher and the gains are coming in now.
