Question about Dex on bard skills....

I know this is a dumb question and I'm pretty sure I know the answer but....

Does a higher dex allow you to peace/provo/discord creatures faster?

I'm pretty sure I remember dex not making a difference.

Dex does NOT make any difference on bard skill timers.

Maybe jewelry that would give a bonus. Like fast cast on magery...make it fast cast skill bonus. Of course then it would lead to the arguments of putting even more items into an already littered item game...lol. But I digress....
